Jon Cunliffe

Jon Cunliffe is a Senior Policy Advisor at Rock Creek Global Advisors, an international economic policy advisory firm, where he focuses on macroeconomic and financial regulatory policy, including banking and nonbank issues, payments, financial market infrastructures, sustainable finance, operational resilience, AI, and digital assets.

Sir Jon has had a wide-ranging and distinguished career in UK public service.  From 2014-2023, he was Deputy Governor at the Bank of England responsible for the Bank’s financial stability functions, the regulation of clearinghouses and payment and settlement systems, and the Bank’s work on digital assets.  He served as Deputy Chair of the Bank’s Financial Policy Committee, a member of its Monetary Policy Committee, and a member of its Prudential Regulation Committee.  As Deputy Governor, Sir Jon served as the Bank’s representative on the Financial Stability Board, member of the Bank for International Settlements Management Board, Chair of the Committee on Payments and Market Infrastructures, and the Bank’s G20 and G7 Deputy. 

Prior to joining the Bank, Sir Jon served in Brussels as the UK’s Permanent Representative to the European Union from 2012-2014, following five years as the International Economic and Financial Advisor to Prime Ministers David Cameron and Gordon Brown.  As Advisor to Prime Minister Brown, he served as the G20 and G7 Sherpa and prepared the 2009 G20 London Summit during the height of the global financial crisis.  Sir Jon earlier served as Second Permanent Secretary at the UK Treasury, having previously held a number of senior Treasury posts.  He represented Treasury internationally in a variety of G7, G20, IMF, and EU positions.

Sir Jon was knighted in 2010.  He was appointed a Companion of the Bath in 2001 and a Knight of the Order of King Carlos III in 2011.

Sir Jon holds Bachelor’s and Master’s degrees in English Literature from the University of Manchester.
